Directorate of Administration and Human Resource Management

The Directorate of Directorate of Administration and Human Resource Management is mandated to execute various Human Resource Functions for the University. Among others, the Directorate has to ensure that the University Human Resource needs have been fulfilled. The Directorate promotes the University performance through effective and efficient administration of the Human resource functions. It has the duty to maintain a working environment that encourage employees to achieve the University goals as well as the individual professional goals.

Our Roles

  • To develop and implement directorate action plan that contributes in achieving University strategic plan;
  • To formulate and implements Human Resource Management Policies,Procedures and Strategies;
  • To ensure that employees’ performance appraisals are conducted in a fair and transparent manner as per approved policies and procedures; (iv) To oversee pension matters and employees benefit plans.
  • To ensure compliance with any existing legislations;
  • To review plans for the University Human Resources requirements and ensure proper development and utilization of the existing Human Resource;
  • To oversee the University payroll and ensure that payment of salaries and any other staff benefits are paid as per existing scheme of service and government circulars,
  • To oversee recruitment of all University staff and selection process making sure the work permits and employment permits are requested on time from relevant Authorities;
  • To review and monitor all staff information including employment records and salary adjustment for incorporation in the payroll on monthly basis;
  • To ensure that staff training needs assessments are undertaken and used to review training and development programs for each category of staff in the University;
  • ensure enforcement of discipline and establishment of disciplinary policies and procedures;
  • To ensure harmonious and productive labour relations at the University;
  • To ensure establishment and maintenance of a Human Resource Management
  • Information System (HCMIS);
  • To develop and implement reward policies and incentive systems/scheme;
  • To ensures that, appropriate tools like Scheme of Service, Staff Regulations, Human Resource Training Policy, Client’s Service charter and Staff Welfare
  • Policy are in place and are reviewed from time to time; and
  • To carry out Human Resource and inventory audit as per the required standards.
